Abstract
Abstract : The increasing frequency and sophistication of cyber threats, especially targeting national critical infrastructure, highlight the urgent need for an effective cybersecurity governance framework. This research addresses a significant gap in understanding and implementing cybersecurity governance designed specifically for critical infrastructure in Saudi Arabia, a sector facing heightened vulnerability to complex cyber risks. Using a comprehensive case study approach, this study integrates the Capability Maturity Model Integration (CMMI) v1.3 with leading frameworks—NIST CSF v1.1, COBIT 2019, and SABSA. Data collection from 2022 to 2024 provides a thorough assessment of the maturity, capability, and resilience of cybersecurity governance within a critical infrastructure organization. Using a structured, five-phase EGIT (Enterprise Governance of Information and Technology) program, this methodology rigorously evaluates and enhances cybersecurity governance. CMMI V1.3 measurement techniques assess maturity levels across cybersecurity controls, enabling each business unit to perform self-assessments and refine objectives based on capability and maturity. Through the integration of time-based strategies and customized governance tools, the study demonstrates a notable maturity progression from level 1.3 to 2.7 within a year, reflecting significant improvement in the organization's resilience Key findings reveal the practical impact of cybersecurity governance on protecting critical infrastructure, achieved by implementing governance frameworks specifically adapted to the Saudi context. The study's unique approach integrates COBIT, NIST CSF, and SABSA within a coherent framework tailored to national regulations and offers new insights into the benefits of combining established governance models with region-specific needs. The proposed continuous improvement model, including CMMI maturity assessments and periodic threat evaluations, promotes sustained resilience as the threat landscape evolves. This research not only advances the theoretical framework of cybersecurity governance but also provides actionable recommendations for critical infrastructure organizations in Saudi Arabia, aligning with the Kingdom's Vision 2030 objectives for a robust and secure digital economy
