| Abstract | Abstract : It is axiomatic that the purpose of computerised Management Information Systems (MIS) is to provide accurate and timely information for use in managing activity within an organisation. In fact, management has accepted the reality of the MIS concept with open arms, trusting that the type of key decisions which have to be made daily will somehow be easier when the promised information appears in a precisely organised form. Interest in MIS is increasing, not waning, despite the development problems. The principal aim of this research study is to determine guidelines which will facilitate the successful development of computerised Management Information Systems (MIS) in non-profit organisations, for example, hospitals. In profit-making organisations the elements employed for the justification of MIS are primarily directed to increased 'profit', however measured. For non-profit organisations providing services to the public, justification can be particularly difficult as no traditional 'profit' exists. A new approach to the successful development of MIS is presented in this thesis. The distinctive feature of this approach is the development of guidelines which consists of the following key elements: Determination of Corporate Needs; Management Commitment; Users Attitudes and Expectations; User Involvement; Performance Measurement and Measurement Techniques. This set of elements, believed to be appropriate for the large majority of non-profit making organisations, will enable them to make effective use of MIS. Hospitals were chosen as an example of non-profit organisations and surveys were undertaken in the Yorkshire Region of the National Health Service in the UK and in Bahrain to assess the situation in relation to MIS in two different hospital management environments. After determining the guidelines it was felt necessary to test potential management reaction to the proposed guidelines. A further survey was undertaken in Bahrain to gauge the likely management response and almost all of the managers were in favour of the proposed guidelines. A demonstration of the implemtation of the guidelines in the Bahraini context is included. Nowhere in the literature is the proposed combination of key elements offered as guidelines for the successful development of MIS. The focus of this research study is non-profit making organisations but it is clear that the guidelines are equally applicable to successful development even where 'profit' is the key criteria of successful installation. | |
