Abstract

Abstract: Developing a Tool to Measure Performance Effectiveness of the Learning Resources Specialist in the Eastern Province of the Kingdom of Saudi Arabia in view of International Standards The purpose of study was to develop a tool to measure the performance effectiveness of the learning resources specialist in the Eastern Province of the Kingdom of Saudi Arabia in view of some international standards. The final version of measure included 44 items that conform to validity standards and that cover ten main domains: Mission and Objectives; Learning Management Resources Center; Quality Assurance Management; Quality of Teaching and Learning; Technological Support Services; Learning Resources; Buildings and Facilities; Planning and Financial Administration; Personal Development; and Relationship with Local Community. The developed tool was then administered to (117) randomly selected learning resources specialists in the Eastern Province, and its psychometric properties were adequately investigated. As a result, high validity and reliability indices were obtained, where reliability value for the whole measure was.96. Also, the study revealed statistically significant differences in the mean scores of the performance effectiveness of specialists that can be attributed to the learning stage of education, in favor of those working in secondary schools. No statistically significant differences, however, were found in the mean scores of the performance effectiveness of learning resources specialists that can be attributed to teaching experience or field training. Based on the results, the utilization of the developed tool to enhance the performance of learning resources specialists in Saudi Arabia is recommended.
