Abstract
ABSTRACT : Management information systems (MIS) are an indispensible managerial tool for improving overall organizational performance. Among other purposes it serves, MIS aids problem finding and solving. Implementation of MIS, however, is problematic. Many MIS projects are installed and never used, and thus are consid-ered implementation failures. Recognition of the reasons behind these failures may help reduce the number of failing projects. This project attempts to study the factors that explain succesS in MIS implementation, and draws some generic implications or guidelines for MIS implementation. Upon this, a strategy for MIS introduction and implementation into the Pension Fund Commission (PFC) in Bahrain is presented. The project consists of different but sequentional sections obeservations, recommedations, and a conclusion. In the first section, a profile about the PFC is presented encompassing the functions the PFC performs. for an MIS is addressed. The Pension Fund Commisssion's need In the second section, a profile about the retirement and the provident fund schemes is historically made clear. In the third section, a short-cut about managing the public institution has been presented. In the fourth section, systems prior to management informa-tion system were discussed. In the fifth section, the major approaches to MIS implemen-tation are discussed and clarified briefly. The sixth section, analyzes the factors that account for MIS successful implementation and builds upon these factors to offer some general implications. The seventh section, presents the strategy, extends caus-tions regarding possible disruptive effects of the proposed system and suggests several corresponding strategies to deal effectively with these possible side effects. The nineth section deals with the current situation at the PFC, observations and recommendations. The eighth section focuses on the implication of the MIS for the Pension Fund Commission. Finally, in the conclusion some thoughts with respect to future research are suggested. In writing this project, two sources of information on the PFC were used. The first is a manual of the ogranization and functions of the Pension Fund Commission. The second is my personal observations during the year I had worked for this organization (1990).
