Developing a Quality Assurance Model in Further Education and Vocational Training - A Case Study of the Bahrain Training Institute

Abstract

ABSTRACT : This thesis investigates the effective dimensions of developing a quality assurance model in Further Education Institutions and Vocational Training Sectors. The research seeks to assess, through a case study of Bahrain Training Institute, how a newly established training institute adapts and assimilates quality assurance systems processes into its training and learning environments. Using action research techniques, this case study analyzes the continuous conceptualization, implementation, and evaluation of quality assurance actions over time The cyclical process over time involves the development of a model of quality assurance systems processes, implementation, and evaluation. The study covers the period from the training year 1997/1998 to 2000/2001, during which major quality initiatives were taken. Owing to the nature of this research and the study of the complexity of organizational behavior and change with active intervention, a case study design is adopted. This research approach involves a triangulation of multiple research designs, methods, and analyses, which comprise Action Research Group Process, Survey Instruments (questionnaires), and Focus Group Interviews. The qualitative and quantitative data pertaining to a series of themes, but originating from different sources and methods, are pitted against each other, and the extent of convergence is sought to be established through triangulation. Triangulation helps in cross-checking the evidence and facilitates the production of a complete and balanced study. Also, it is a dialectical device for theory building. Particularly, when the behavior of a complex organization is being researched, triangulation is an essential strategy The study finds that a strategic model of quality implementation emerges in response to inputs from the dynamic environment, aspects of which are particularly ascertained by the actions of committed staff. This thesis concludes with the identification of areas of future research.
