Abstract

Abstract: It is hoped that this dissertation will serve a triple purpose. First, it attempts to provide an account of the development of the Community's Common Commercial Policy, which constitutes a main instrument of the Community's external relations. For the purpose of implementing this policy, the Community has taken various measures at both the internal and external levels of the Community. The Common Commercial Policy has developed during all stages of European integration, becoming one of the fundamental instruments of the Community's external policy. Second, an endeavor is made to present a global picture of the Community's relationship with the Mediterranean region, an area that represents special importance for the Community. The Community has concluded several agreements with the Mediterranean countries and attempted to formalize a general doctrine for relations with these countries through the adoption of the Mediterranean global approach. The analysis of the Mediterranean relations provides readers with basic information about the working relationship between the Community and the Mediterranean countries. This background could serve as a basis for deeper research about the region and may lead to a more widespread understanding between the Community and the Mediterranean countries In third place, the case study of the relationship with Egypt is offered as an exercise in the Community's collaboration with the Mediterranean countries. The development of a coherent policy in the Mediterranean and the prospect of Euro-Arab cooperation will enable the Community to play an important role in establishing prosperity and peace in this region The author wishes to express his deep gratitude to Professor H.G. SCHERMERS, of the University of Amsterdam, for his great encouragement, valuable constructive critism and unfailingly friendly guidance throughout the course of this work. The courteous help of the Officials of the European Commission is gratefully appreciated. The author is deeply indebted to Miss Helen VAN HOUDT for her diligence in typing the earlier draft of the manuscript and to Miss Ruth PUSCHEL, Miss Simone VAN HOUDT and Mr. Marcel PIRARD for their kind assistance. Sincere thanks also to Mr. K. ADAMS for his careful linguistic review of the text and to Mr. Rudolf A. de WAAL, Librarian of the Europa Institute of the University of Amsterdam for all his assistance in finding literature.
